Hamdan is a Partner in Khoshaim & Associates’ Finance & Projects practice. Hamdan specializes in project development (including project-related joint ventures); Public-Private Partnerships (PPPs); construction contracts (FIDIC or others); real estate development; leasing; private procurement; environmental, health, and safety regulatory compliance; real estate permits and authorizations.
Hamdan has worked on most of the major recent PPPs in the Kingdom. He has significant experience advising on commercial contracts, merger and acquisition transactions (especially project-related joint ventures), and compliance matters.
Hamdan has drafted several publications/memoranda regarding the application of Saudi Arabian law in project transactions, including a recent publication regarding the excuse of force majeure under Saudi Arabian law further to the COVID-19 pandemic and the Ukrainian events
Before joining K&A, Hamdan worked as a Senior Legal Counsel with Saudi Basic Industries Corporation (SABIC) in Riyadh for more than seven years, where he managed a significant part of their petrochemical plants and housing project development related contracts (including EPC contracts and lease agreements) and the negotiation of most of their project related dispute settlements.
Senior Legal Counsel with Abu Dhabi National Energy Company PJSC (TAQA) in Abu Dhabi for several years managing the legal aspects of most of their Independent Power Projects (IPPs) in the MENA region (including EPC contracts, power purchase agreements, and project financings), and
Associate with Allen & Overy in Brussels and Abu Dhabi, representing clients in connection with project transactions, including setting up and implementing complex tax-driven real estate structures, Islamic acquisition financing structures, project financing, and M&A deals.
Hamdan was admitted as avocat to the Bar of Brussels, Belgium in 2005 G. Hamdan obtained his bachelor’s degree in Law (candidature en droit) in June 1999 G and his master’s degree in Law (license en droit) summa cum laude in June 2002 G, both from the University of Liege in Belgium.
