Board of Governors


The Board of Governors is the highest governing body of the GCC BDI. The board consists of nine representatives from the founding companies. Each governor nominates an alternate. The main role of the board is to set and guide the mission and the strategy of GCC BDI, determining its policies and monitoring their implementation. It is also responsible for ensuring that procedures and processes are in place for the protection of the company’s assets and reputation and that all relevant legislations, regulations and best international practices are complied with. 


Mohammed Al-Shroogi

Mohammed Al-Shroogi is the former Co-Chief Executive Officer of the global investment group, Investcorp.  He joined  in 2009 as President of Gulf Business.  Mr Al-Shroogi joined Investcorp from Citigroup where he was Division Executive for the Middle East and North Africa region and CEO for UAE.  He had a 30 year career with Citigroup in Bahrain, London and the UAE, amongst his many achievements at Citigroup was establishing Citibank Bahrain as a major trading room between Asia and Europe.


Khalid H. Al Dabbagh

Khalid H. Al-Dabbagh is the Chairman of SABIC. Mr. Al-Dabbagh is also the Senior Vice President of Finance, Strategy & Development at Saudi Aramco since September, 2018. He has also served and chaired many Boards in several international and domestic companies such as: Showa Shell in Japan, both Chinese Fujian Refining and Petrochemical Companies, Arlanxeo in the Netherlands, Aramco Trading Company, Sadara Chemical Company and both Malaysian Pengerang Refining and Petrochemical Companies, Wisayah Investment Company, Saudi Aramco Development Company, etc. Mr. Al-Dabbagh holds a B.S. degree in Industrial Engineering from the University of Toledo in 1985. He has also completed a number of executive leadership programs, including the Senior Executive Program at London Business School.

Mutlaq Al-Morished

Mutlaq Al-Morished is the Chief Executive Officer of TASNEE.  Prior to his current role, Mr. Al-Morished was the Vice President of Corporate Finance (CFO) at SABIC. Prior to that, he was Vice President of Shared Services, President of SADAF and HADEED, consecutively. Mr. Al-Morished also sits on the Board/Executive Committees of SABIC R&T, ALBA (Bahrain), Saudi Fund for Development and The Girls’ College in Jubail.  He is Chairman of the Board of YANSAB and KAYAN.

Ahmed Alumar

Ahmed Alumar has worked in SABIC for 31 years since 1987 and is the Vice President - Joint Venture Affairs and Mergers & Acquisitions.  Prior to his current position, Mr. Alumar held the position of Vice President, Global Oxygenates Business unit for 5 Years. Before that, he was based in Singapore between 2008 and 2011 where he led SABIC Asia Pacific regional Operations. Mr. Alumar has an EMBA from King Fahad University of Petroleum & Minerals in Dhahran and a Bachelor degree in Business Administration from King Abdulaziz University in Jeddah.

H.E. Eng. Abdullatif A. Al-Othman

Eng. Abdullatif A. Al-Othman is the owner & CEO of Al-Othman Engineering Consultants. He has over 35 years of experience in planning and managing Oil and Gas Projects, Corporate Finance, Investment, Business Development and International Business Relations. Eng Al-Othman earned a B.Sc. in Civil Engineering from King Fahd University of Petroleum and Minerals in 1979 and a Master’s degree in Business Administration from the Massachusetts Institute of Technology as a Sloan Fellow in 1998.

Mohamed Hamad Al-Shehi

Mr. Mohammed Hamad Al-Shehi has been the Deputy Director General at the Department of Finance, Government of Dubai, since February 2006. He holds an Executive Master of Business Administration from Zayed University and a Bachelor of Arts, major in accounting, from the U.A.E. University.

Hans-Martin Stockmeier

Hans-Martin Stockmeier is the Senior Partner of the McKinsey & Company and Hans-Martin has more than 25 years of experience and has served clients in the financial-services sector—retail and commercial banks, wealth-management providers, securities exchanges, and financial regulators-on a wide range of topics. Hans-Martin is an expert on corporate governance, strategy, organisation, and operations and has wide experience in working on projects together with GCC BDI across all sectors. Hans-Martin holds a Masters degree in Finance from the London School of Economics and a doctorate degree in financial economics from Humboldt University in Berlin.

Michael Morcos

Michael Morcos is the Heidrick & Struggles Managing Partner of the Middle East and North Africa region. He is based in their Dubai office where he is also a member of the Financial Services, Private Equity, Energy, Natural Resources and Global Technology & Services practices.

Hani Ashkar

Hani Ashkar is the Territory Senior Partner for the Middle East region of PwC, which comprises the GCC, Levant and North Africa. He joined PwC in 1994 and was admitted as a partner in 2004. As part of his regional leadership role, Hani represents the Middle East on PwC’s global Strategy Council as well as the Central Cluster Leadership Team.

Khalid Garousha

Khalid Garousha is a Partner in the Abu Dhabi office of Allen & Overy LLP. He is an English qualified solicitor and has been practicing law in the Middle East since 2000. Khalid specializes in corporate and corporate finance work and has significant expertise in international and regional transactions in the Middle East.
